Okay, maybe not the second one, but the first is a good deal more powerful than the other dreams in the arsenals of sorcerers we've seen, and hence I for one would class it as dream magic.

GURPS tells us that the Ghols have possession of the Crom Cruach idol, believed by some to be the runestone of the rotting mist dream. And if the Ghols can master one dream, who's to say they can't control a second (ie. the savage wind dream)

Ghols may be barbaric, but they actually show a remarkable degree of cunning and intelligence. Like not rushing straight into the teeth of your bowfire like the supposedly more intelligent Dwarves do in Shadow of the Mountain.
Heck, they can even use cannons.
