Yes, but consider what little we actually have seen. We've only looked through a tiny peep hole into the Myth universe by playing the levels. In fact we've only seen one of the Nine Avatars ever in action and had to wait for a sequel to see 2 more Fallen Lords.

Also, we know that the Watcher is not an Avatar, yet he is so powerful that it cannot be denied he can use dreams. I don't know whether Damas and Ravanna were some of Connacht's Avatara, but I don't think they were. And they used dreams too.
