He could have at one point for all we know, and Soulblighter would have shrewdly prevented this to keep him in line and under control, and stop any chance of treachery.
Or you can think of him as a semi-D&D mage. Can do all kinds of other stuff but can't do much to defend himself.
I wouldn't spend my time worrying about defending myself when I had a huge army of cutthroats doing everything I asked them, swarming constantly around me with huge armor monsters protecting me.
Here's a point. Remember the bound guard that Cruniac beat up? I wonder who bound him. Last time I checked Soulblighter did not have the ability to bind people. And why would he if he could, Wasting his time binding 19 year olds and hand them to the Baron? That's something totally out of character for Soulblighter, even if he could bind people.

It cannot be Balor's best kept secret. Soulblighter learned of it, but didn't learn of the Fetch-summoning secret or the other abilities Balor had at his disposal. So the stuff that died with Balor were his best kept secrets. Not the stuff that was found out, like the unlife dream which also happened to be his greatest secret.
