All of history would mean everything that anyone knows about the past. Living memory would be anything that the narrator himself knows of history but didn't necessarily experience first hand.

Oh yes, I see my mistake. It just looked like Doom said it because the": " was missing from the beginning of that line. I thought the "but" was referring to his next line but in fact it was an unfinished sentence. Sorry for the bemusement and thank you for clearing it up.
