He was an "Avatar of the wind age" which means he was actually converted after Balor arrived.

To get to the major coastal cities from the Stair of Grief, The Watcher would have had to pass through the Berserk highlands, the Ermine, and the Province. That means he has to deal with Berserks, fir'Bolg, and everything Tyr, Covenant, Scales, and Madrigal had to throw at him. In Coming of the Dark, its the Watcher that crosses at the Stair of Grief, and several battles, one of which I am currently scripting, involves fighting his army in and around the northern lands. Ah, the joy of rewriting history =)

(Actually I am writing history as I interpreted it - your interpretation is perfectly valid, but you dont have the preaching power I do =)

To elaborate more on how things happen in the levels we are making: The Watcher's artillary is scattered and decimated by a series of berserk raids at the Stair of Grief, then he sends a bunch of thrall to the drowned kingdom who get massacred by Leixians and Skrael, then he is constantly raided by the fir'Bolg as he goes through the Ermine, a legion of warriors from the Province fights him and loses in a major battle outside Avon's Grove, he advances unimpeded on Tyr where Maeldun, Alric, and Mazzarin (the guy who was killed by the Watcher) defend the city against him attacking from the North and the Deciever, who crossed at Bagrada, attacking from the East. Maeldun and Alric's armies fight through the Deciever's forces to escape the doomed city as it gets surrounded, but Mazzarin stays behind. The Deciever pursues Alric and Maeldun, leaving The Watcher's already battered forces to deal with the Leader of the Nine, Mazzarin, who falls with the seventh wave of thrall that come at the city, gets killed by the Watcher himself, who finds his army almost completely demolished and himself weakened. That's what The Deciever wanted, and The Deciever attacks the Watcher. Well, thats just about all I want to say - dont worry, I havent revealed even the smallest part of the plot, just saying how the pieces fit together (the watcher-deciever battle at Tyr, mentioned in the Flt from Covenant journal entry - I think I mistakenly labeled this battle as occuring in Covenant but its Tyr.)
