Shiver is not an Avatara, she engages Rabican in a "Dream duel" which unless it refers to the other kind of dreams (which is not supported by the only in game picture we see regarding it) is pretty strong proof that Avatara are not alone in being able to use dreams.
Of course, the fact the she is not an Avatara might be a little shakier, but I'm pretty confident that an Avatara would be a bit wiser then she is (being defeated by your own vainity isn't terribly bright.
Also, if the Watcher/Ba'lal is an Avatara why would he being looking for a dream of unlife? He's not the Leveller, and for the most part (In my opinion, all) necromancers tend to serve the Dark.
