Basically, they don't know for sure. All they can do is assume from what they know of the cycles and the nature of the Leveller. If the cycle CAN be broken, then this mught be the only way. Also, it is the assumption that tossing the Leveller's head into the devoid would stop him. Since it's never been done before, it can't be proven. I guess we'll see...
