This is... kinda... close to the approach you would have to take. You submit a completed design doc detailing every aspect of the game, proof that you have all the manpower and resources to make the game (IOW an existing development company) standing by, and a detailed timetable of how long it'll take to make the constituant parts of the game, leading up to release. Then you have to keep a hold of all that stuff and stick to the timetable or they release the game unfinished and fire you all. Oh, and you lose all rights to what you make too, since you never owned them to begin with - T2 just let you use them for a while.
Alternatively you can just make the game and then ask them if they want to sell it for you... but if you have the resources to do that, you mind if I borrow a few ten-thou to put myself through college?
