Five. Balor is not a Fallen Lord, he's the Leveller. There are six Fallen; Damas (Soulblighter, Twice Born), Bahl'al (The Watcher, Mad Goat of the Fens), Ravanna (Shiver, The Voiceless One), Myrdred (The Deceiver, Source of the Five Hundred Poisons), and the two we never meet or hear of, Bonesplitter and The Faceless Man. You've only mentioned The Watcher, leaving the other five to account for.

He was one of the Avatara of the Wind Age, yes, but he was bent to Balor's will, not killed and reanimated. If he had been, that would make him a Shade and not a Fallen Lord.
