I would immagine that it would take a lot of training to get someone in to Avatara level.
Shiver defeating Rabican's peers does not mean that they died as a given... (a probably though) but the amount of training it would take is probably staggering at least during war time (the 17 years before TFL).
Would Alric have tried to rebuild the Avatara order after beating Soulblighter and becoming Emperor?
Since the Avatara are probably the most powerful individuals in the known world I would imagine that it would be a good idea.
On the other hand if Alric becomes the Leveller his Avatara might be the first to be corrupted (like Myrdred was)
