First, you have to look at those quotes a bit more closely.

It says "second or third most powerful sorcerer in living memory". Living memory, not "in all of history". What about before the time of the contemporary living memory?

That quote looks only at those who were classified as Avatara. One can be a great, powerful archmage without being classified as an Avatar.
