The Watcher is arguably one of the most ancient Fallen. Your question of his origins is a good one, but there is very little known of his past besides the few details in the game and manuals etc.
I think it is safe to assume he worked his way up the ladder of sorcery as anyone else would, and fought conservatively for his own self-preservation (at least for a time). This would explain the fact that he lasted so long and was so durable, even Connacht couldn't kill him. Connacht himself had to settle for the next best thing: burying him alive.
Before I forget, I thought they called him the mad goat because of the horns on his war galea? Right?
