He was referring to the Battle of Britain during WWII when the Luftwaffe were defeated by the RAF over the English Channel.
Personally I prefer "We will fight on the beaches, in the streets, we will never surender" I know thats not exactly it but it has a Myth sound to it, we will fight the dark tides of the Leveller until the end kinda thing.
Though I never liked Churchil, mainly because he didn't like Irelands Neutrality during WWII, though remember "Without warriors there can be no war."
