Well, I'm actually more inclined to agree with Martel here, because of "The Cycle" theory in the Delusions section. When you take into account the kind of leader Alric is -

"It has been noted that the the A-Leveller Moagim utilized primarily Myrkridia, a very flat, chaotic fighting force with little structure or order, who were simply viscious animals doing what they normally did until a more epic agenda. Likewise, the A-Hero Alric is the single, sole ruler of a more-of-less equal populace, who may have their kings and fiefs and such, but are entirely without any other rulers anywhere near to Alric's level - just like Moagim was to the Myrkridia."

- essentially a dictator, it's obviously a very chaotic type of government when you compare it against a democracy, or even a monarchy (so long as the monarch is willing to listen to his assorted advisors). Essentially, that's the same kind of government you saw in a feudal society. Now keep in mind, during the middle ages, people literally could go to war with each other over a bee sting (scenario: (a) a serf [who lives on nobleman A's land] who is a beekeeper is smoking the bees out of the hive so he can get the honey. (b) Nobleman B's son comes strolling along, mb to visit friends, near the beehive. (c) bee stings nobleman B's son. (d) The son runs home and tells daddy. (e) Nobleman B is filled with "righteous fury," and declares war on nobleman A.) Isn't that stupid?

Then, to support the idea of Balor's "Lawful Evil"-ness, Balor/Connacht is obviously more orderly than Alric -

"...B-Hero Connacht was the supreme Emperor, but he had his great lieutenants like Damas, powerfull Avatara like Myrdred, great kings in the allied nations of Dwarves and Berserks, and all sorts of other layers between Savior and King. He lead a very orderly, structured, multi-layered world. Then, when he returned as Balor, the B-Leveller, he still had his lieutenants (the Fallen Lords), they had their Shades, Trow generals, and other underlings, and then the Undead themselves were directly controlled extensions of their creators. Again, a very structured and orderly system."

See what I'm getting at?
