i'd guess that you have a corrupted tags file. either in the tags folder or one of the patch files (i'ds the latter, since it works better without the plugins folder).
if you have myth 2 first aid (a small program made ages ago), it can check your game data files, though i'm not sure whether it's new enough for the 1.3 patch or not. definitely not going to know about the new bnet replacement metaservers, and so may report errors relating to them.
the solution? if you can copy the tags files successfully from your cd, do so. if you can run the 1.2 and 1.3 patches successfully, do so. if you can scan your hard drive with nortons or some such utility, definitely do so.
