The only City not to fall in the Great War was Tandem.
Perhaps Madrigal was only defeated and not utterly destroyed, because the dark were in a greater rush before alric made it to Balor so skipped razing the city and headed on for the Free Cities of the North. Since Covenant was obliterated and Madrigal just Deserted immedietley after the war. I suspect Madrigal was chosen over Tandem because Madrigal is in a more central position geographicaly than Tandem.
