Yes, good point, but the naming people probably had the concept for this guy who broke out of his prison in the way the Watcher did, decided Bonesplitter not only fit, it also sounded cool (as if, as you said, that's what she did to other people), and used it.
In the place where the Lurker was revealed (GURPS Myth, right?), did it ever actually show her? If not, I'd assume that, because of the similarities between the Lurker and the Watcher and Bahl'al and Bheil, the Lurker is the real Watcher, who escaped south and was called the "Daughter of Flood and Famine" because the Fallen Lords wanted the Nine to think he was female, concealing his real identity
