I'd always assumed that it was the big D, or at least one of his Shades, who sacked Madrigal. Certainly, he didn't persue the Legion into the East, suggesting that he remained in the West to finish crushing the Free Cities before Durak and Turgeis with Burning Steel finally drove his army back into the Cloudspine and destroyed it.
