Ok, this time I'm not making an analogy, just using it as an example of language, but the races of Middle-earth are the "Free Peoples", even the prosperous ones not threatened (yet), so I'd say it just means that they are happy, free, and on the side of the Light. Free as in freedom of speech, etc.
