Isn't it quite hard to be free when you've had your ribcage caved in and subsequently been raised as a Thrall. The title "Free Cities of the North" wasn't so much saying "We're free and you're not", it was more a way of saying "Pah! We'll be damned before we kiss your boots, Balor!"
