I think it is just after Myth II.

The myth III Journeyman is digging around Muirthemne. That would be one the first things I would want to rebuild after facing SB if I was going to restore the Cath Bruig.

Regarding arable land... the Barrier is not a true desert.
It is blasted by magic so that it is like one.
Alric should be able to restore it with his magic.
