Not sure where the "Covenant as Capitol" part came in, but in the west, Madrigal was the capital (so to speak)(where the King lived), and in the east was Muirthemne (for the Emperor). In SB, Alric (who was king) became Emperor as well when the Ibis crown was found and he declared himself so. Thus combining the two offices.
