Dunno 'bout capital, but ALric lived in Covenant beofre it was razed, and was helped to escape by Mauriac.
In fact, he was part of the Royal Family, and they lived there, so it must have been the capital. Plus it corresponds to Minas Tirith's location, surroundings and import (yes, I like drawing similarities with LotR :D ).
And Free Cities of the Norht are same thing as Province. Province is proper name, but they are Free Cities. MB title as only used as Martel thinks once other cities WEREN'T free anymore.
