I'd say probably in the mountains north of Avernus, as theyn are closer ot Trow lands, so it'd make more sense, but mb Cloudspine (if so, the bit near Dire MArsh). I always thought of them as a purely savage race, sleek, ferocious, barbaric and cunning, a bit like FOrgotten in posture but more greenish skinned, smooth skinned and very slightly lizard-like, such as claws and facial features, as the sound of their name to me conjures up this image.
