No, the Nine are the best Avatara. In M3 their was an Order of Avatara, and they are the only mages listed, apart from the rogue Warlocks - magic teaching has been instituionised, and so you're either an Avatara or a Warlock. Since Warlocks are presumably banned after their revealed to be really bad after M3, Llancarfan has a big cultural influence on the Province, including the idea of Avatara. You'd have to be taught in a school of some form, so why not keep the institutionalised magic-teaching ways of Muirthemne. Besides, it works well.
