I think he was pretty confident that Soulblighter and the Watcher woyuld cruch Alric and the Legion while the Deceiver could overrun the West with Alric absent. He was probably planning the rest of his reign and didn't want to mess around with his generals' work.

We don't knwo from in-game but GURPS may have something. I don't have GURPS and I don't particularly trust it as canon either. You make up your mind.
