All Avatara are archmagi, but not all archmagi are Avatara, yes. The Avatara, also known as the Nine, are simply the nine Light archmagi thought most likely to reunite the 49 dreams of Wyrd, which, some say, would make the uniter become the avatar of Wyrd himself (hence the name Avatara).
