The Deceiver was holding the Eastern side of Bagrada when we saw him before Forest Heart and it says that he himself crossed the Mountains at the Stair of Grief. However, we find out that he was driven back by Durak, Twelve Motion, Turgeis and co. and plunged into the Dramus.
Basically he was trying to cross the mountains to get into the West.
