Yeah but I think that the Fallen Lords were expecting the Legion to use the arm against the Watcher eventually. Therefore, the Watcher crossed into the East so Soulblighter could be near at hand to surprise attack the Legion as the they made their move on Bah'lal. Remember, SB was stationed in Forest Heart around this time while the Watcher ws moving in to set up camp in the Dire Marsh, just North of Forest Heart.
