well, there was a holding spell on the arm, as mentioned in the journal.... perhaps it wasnt under so much rock, it was just trapped by sorcery, then when the spell wore off, it just fell out of the hole that it was in, or perhaps not erosion, but a rockslide shifted the arm into the open, as well as the digging done by the watcher
