First off, he didnt chew his arm off, he ripped it off. they just compared it to a wolf chewing off its own leg to escape, but it seems likely that the watcher himself has had his forces looking for it for a long time, and perhaps he had them digging it up, then just guarding it as he came for it, or maybe over the ages the rock eroded away and released the arm.
