The Herons could have retaken Murithemne at any time during the 60 years. After all it was just stone. It wasn't until the Cath Bruig itself, the institution of it with the Emperor as its head was refounded that they reformed. Also perhaps that one Heron in that pict after Walls of Muirthemne was a Heron who decided retaking Muirthemne was enpugh. Or it may have been art intended for a later level but seemed appropriate here.
