Ok I've looked at the epilogue and I've seen this sentence:
"I have chosen to follow the Emperor and his Heron Guard back to Muirthemne"
Why he cannot be a J-man if he is going BACK to Muirthemne.
It also says: "I have become fast friends with Nine Skull Crocodile, the man who has healed the many wounds I received during the assault on Tharsis. He is ancient, even by Heron standards, and speaking with him has given me some insight into what has happened to our world".
So, he can't be a J-man becouse if he were a J-man he will know all the things that Nine Skull Crocodile has teached him.
