Yep, but swords are, as I said way harder to make than axes, and so reflect craftmanship, and since from their descriptions the outlanders, (they're called summat like that), such as our fat friend, were a bit more 'wild' than those in Minas Tirith and Dol Amroth, it kind of suits that they wield axes.
Now, I'm contradicting myself here, because Dwarves are the best smiths and still wield axes, but I think that on reflction what I meant, and kinda said but got a bit confused, was that weapons relfect their bearers, a kind of a metaphor or a "badge". I've already said how double-edged swords need skill and are seen as noble + "civilised", matching offence with defence, and axes are pure power, befitting a strong race, such as the Dwarves and the outlanders, who live in harsh condtions (well, not Hirluin ;) ), and the Dunlendings and Uruks.
