Since they cost the same number of points, I'd assume that the tactical advantages Soulless have by virtue of hovering are deemed to make up for their lower hitpoints and shorter range.

Personally, I would have said that the odds are stacked a little in the Dwarf's favour. Still, a Dwarf is worth 6 points and a Ghol only 2, so if they're on equal terms, Ghols should kill more than their own worth in Dwarves. But that's because Light Infantry are designed to take out Explosive Infantry and Missile Infantry. Against Grunt, Elite or Darn Elite Infantry, Light Infantry will normally die horribly.
