Heron Guard are the noblest of the Empire. Joining it for the pure purpose of desiring immortality instead of out of a desire to protect the Empire would mean that they would have a corrupt heart, and would therefore be unworthy. Not to mention the fact that the Journal Writer doesn't seem corrupt or desirous of immortality. Also, I think that it was in M3 Heron flavour that it says that they don't achieve immortality through pacts with Dark Gods and dark rituals like people like the Watcher, but their names live on forever through their actions.
And they have mandrake roots to help. :)
