Well, there are plenty of possible explanations:
--We don't hear about Alric reinstating the Imperial Bowmen. Maybe it's only the Heron Guard that are back in business at the moment, so the narrator has no choice.
--Maybe the narrator happens to be pretty good with a sword too, or not very good with his bow as archers go.
--Maybe the Heron Guard don't really care about the starting skills of their recruits. This is what GURPS says, and it makes sense--a rookie has centuries to practice, after all.
--Maybe the narrator's allowing himself to be swayed a little by the promise of immortality. The Imperial Bowmen don't seem to be unaging.
Pick one, reject all, whatever takes your fancy.
