: threat against civilisation as a whole. (Although
: they'd happily rip to pieces and unwalled towns or
: bands of travellers!)
They never had any unified leadership to begin with. They're basically just monster-demon-animal-things with a lot of attitude that are following their instincts. Whenever they've been used by the dark b4, they're just kind of unleashed on mankind, and maybe herded in one direction or another from time to time.
