this actually raises an interesting question: how long was shiver around for before the Great War? If she went with her husband into the east and became evil there, than she probably would have been bad for a long time. There's also the possibility that she died and was ressurected by either Balor or Bahl'al (Bahl'al being able to ressurect her far sooner than Balor could, since Balor dissapeared for 1000 years, but Bahl'al was probably only chained to the rock for a hundred or so).
Things to consider are these:
Shiver was a very inexperienced fallen lord, being tricked three times over the course of the two games and dying twice because of it. This could mean perhaps that she's a bit younger than the rest of her cohorts.
Shiver is a mage, wheras Ravanna is a fighter. This means that Ravanna would probably have required a bit of a training period before she was able to perform the dreaded nightmare dream for which she was known. She was also made out to be a pretty powerful mage. This fact sort of points to her being around for more than just the years Balor was around
