Well, the powers really are not similar at all; one goes through the air, the other the ground. The only similarity is that something erupts from the ground.
So, the attack doesn't really mean anything (it's more similar to Bahl'al's and Moagim's than to M2-Shiver's). However, it's certainly possible that Bahl'al was the one that resurrected Shiver before TFL. Then again, it's equally possible that Balor did it.
