Possibly. Alternately, the manual is written from the perspective of modern humanity, and all they remember about the Oghre is that they were bigger than humans and had a thriving civilization back when humans were just savages. It might be natural to think of the Oghre as brethren to the only other giant ancient race known to man, the Trow. But the Trow, who were actually around to see both Oghres and men appear, know the truth about their relationship.
