I think there was a point to that. As "mankind's elder cousins," the Oghre were supposed to look varied and unfinished--basically a beta version of humans, before evolution or time or Wyrd or whatever had polished and standardized them.

I admit that the variation would have been difficult to capture in-game without making a dozen different Oghre units, but if they could give other units varied weapon types, perhaps they could have done the same to the Oghre bodies.
