Alric probably means the Leveller in general here, not Balor. But he's talking to a bunch of soldiers who don't know or care about ancient history and the great cycle. He's not going to bother explaining how Balor is actually a former hero taken over by a destructive spirit which appears every thousand years and so forth.
What he means, I would say, is: "Every time we kill the Leveller he just comes back. So let's throw him down the Devoid so he can never truly die." But he says "Balor" instead of "The Leveller" so the unwashed masses he's addressing know what he's talking about.
