Yes, but Mjarin's head was not burned. It was just left in tact. Balor's head is also in tact. The fact that Balor's head is constantly falling...while Mjarin's head lay buried in rock for a thousand years should make no difference.
I believe Balor's head was thrown away to prevent the possibility of his ressurection. Balor may have been killed before in the past and brought back because he had the luxury of having the Fallen Lords as generals. Throwing the head in the Great Devoid makes sure Balor himself can never be brought back...though it should not have any impact on the leveller.
