It's not explained how Mjarin is the leveller. But, (since you've said you don't mind it being spoiled....

There is no clear explanation as to how or why Mjarin is the Leveller - at the end, it is simply stated outright that Moagim Reborn is a resurrected puppet under Mjarin's control, while Mjarin is the real Leveller(check out the level hints at the final map, "Traitor" for a very amusing nudge to Scooby Doo..:). Interestingly enough, this Leveller appears to be the only one I know of that used a more circuitous behind-the-scenes approach to domination - ie. controlling Moagim Reborn behind the scenes, playing the Empire's forces against Moagim through his position as Imperial Adviser... the other Levellers were more visibly at the head of massive armies wreaking devastation. In fact, Mjarin's aim *seems* simply to get the Emperor out of the way so he can seize power over the Cath Bruig Empire(as seen in the defeat message of the final level...)... a
