So a safer explanation - Damas found it(or was guarding it, as the Tain was lying around after eveyrthing was settled post-Mjarin) - but eventually lost it to aforementioned raiders. No idea why these raiders would bury it in the Forest Heart.. maybe they activated it while pointing the suction end at themselves...
We can just say that damas lost it, and soulblighter found it during the war then. Doesn't complicate things excessively that way.

Well, the Head is obviously not very rational - if his choice was pure flat-out vengeance against Balor, he wouldn't have messed up the Legion's chances for victory what with the civil war and betraying Alric - unless it was ALL PART OF HIS DASTARDLY DIABOLICAL PLAN TO DRIVE THE LEGION INTO A DESPERATE MARCH ON RHI'ANON! while fairly convoluted, there *is* evidence that supports this - as you mentioned, the Total Codex seems next to worthless to the cause, other than depriving the Watcher of it - and while the Head seems to have played fairly little direct role in the Legion's affairs once the Legion gets chased all the way east across the Cloudspine - having the Legion drive east with the Watcher in pursuit does give the Head a chance to make his play for power(which presumably failed), massacre a few of the Nine, and watch as the Legion goes east and happens to waste Balor on the way out...

Well, the physical similarities are incredibly obvious - but as Myrdred calls Shiver "Ravanna" in Myth 2, and the item used to resurrect her is one mentioned as something Damas was asked to keep at the end of Myth 3(The Mirror of Taramist), I'm inclined to think otherwise.
