I'm sure the current Leveller's pretty much always the most powerful sorcerer in living memory. However, Levellers come every thousand years, so the vast majority of the people living at any particular time only remember the most recent one, if any. I don't think the small group of extremely long-lived immortal entities in Myth really count in the general assessment of "living memory;" the Trow probably remember long-ago Mages, Callieach or Trow or another race, who surpass any of the guys we know about.
