What I heard is that he was with the light during the age of reason, and was a head of some magic council or something of that sort. He isnt nessecery older than the watcher but he might be.

My guess is that he was buried there intentionally to be found by the nine. I totally forgat Myrdred learned from Mjarrin, and didnt consider that.
Your point makes me wonder a bit more about the Head, maybe he was allied with The Deciever only? Since he told him where to look for the arm - and not nessecery told the nine also. Which means that the location of the Arm might have been learnt by Alric during his captivity since the event at silvermines happens after we rescue Alric.
