I have to vote for his accent being American as well. Even the most generic BBC-standard accent doesn't have vowels that flat.
Sounds to me like it's that common mass-media accent employed by East Coast newscasters and James Earl Jones, which is certainly a little closer to British English than what us Californians use. The low pitch and precise diction make it harder to recognize any accent, though, since the lines sound so deliberate.
