I think there's a much simpler answer. When majarin gets beheaded, the Leveler simply leaves the body. Normally the body is just dead, but in the case of the Head it lives on.
So the Head in tfl wasn't actually the Leveler, but the actual personality of Majarin before he was inhabited by the Leveler. It seems that the non-Leveler personality was always cognizant(otherwise the Head wouldn't have the knowledge that it possessed), but not in control of anything. I imagine that sort of thing would drive a person mad eventually, which might explain why the Head was a bit of a loose cannon.
